1. Reuse nvm.sh before run yarn
2. Move all tar.gz and whell packages into dist under skyline-apiserver

1. Use tox to make packages.
2. Change the way to install nodejs and yarn with nvm.

The default pre.yaml will revoke the sudo. So we install the extra tools
before we revoke the sudo.
