7b61aeee13 Fix: Fail to publish package to tarballs 
1. Use tox to make packages.
2. Change the way to install nodejs and yarn with nvm.
3. Update the skyline-console submodule

46b5fcad23 Fix: Add pre.yaml in publish job 
The default pre.yaml will revoke the sudo. So we install the extra tools
before we revoke the sudo.
