46b5fcad23 Fix: Add pre.yaml in publish job 
The default pre.yaml will revoke the sudo. So we install the extra tools
before we revoke the sudo.

32cc5d7cc6 feat: Publish source package into tarballs 
1. Add post into zuul. So we publish source package into tarballs.
2. Update submodule for skyline-console
